A results framework “presents an operating unit’s strategy for achieving a specific objective.” (Monitoring, 2000) A results framework is a diagram that that uses four components to outline the strategy: strategic objective, intermediate result, cause and effect linkages, and critical assumptions. The strategic objective (SO) is the primary purpose of the program or project, it is what your organization wants to accomplish and “forms the standard by which the operational unit is willing to be judged in terms of its performance”. (Monitoring, 2000) The intermediate result (IR), is a lower level SO, it is a “discrete result or outcome thought to be necessary to achieve an objective”. (Monitoring, 2000) Cause and effect linkages clarify the connection between the SO and IR. Critical assumptions are “conditions likely to affect the achievement of the result”.
